am having difficulty to understand the intent of this question.
The
explanation in the answer says, "They need to be installed outside
of the 10-foot roof edge zone so the person connecting the fall protection does
not have to encroach on the 10-foot roof edge zone." Is the
rationale of this based on the requirements given in the question(if so, which
phrases)? Or should be based on my own knowledge and judgement?
